gpg-agent has a false dependency on libpam-systemd; while systemd sessions can and do start gpg-agent this is no depenency of gpg-agent. gpg-agent is designed to be started by any session manager with gpg-agent --server or directly from .profile (ssh sessions) by gpg-agent --daemon.
