unfortunately the ceph-volume@.service systemd template is missing, which basically breaks the activation of OSDs. Sounds like http://tracker.ceph.com/issues/21011 As this basically breaks the usage of bluestore volumes, I think grave is the appropriate severity, especially as - looking at the ceph bug tracker - this might have been working before.
