We're seeing this in Adélie Linux, too (a distro unrelated to Debian);
we've just bumped from GCC 6.4.0 to GCC 8.3.0 and are doing a
mass-rebuild.  This is on ppc64 with musl libc, which is about the
furthest away we could get from your environment, so it seems very
unlikely that any change other than GCC 8.3.0 would be responsible.

I'm going to be digging in to possible causes and will report back
anything I do find.
