Actually,

   Order allow,deny
   Allow from 
::ffff:127.0.0.1,::ffff:62.4.18.94,10.1.1.0/24,10.1.2.0/24,62.4.21.144/29
   Deny from all
   </Limit>

Does work as expected.

Still:
 - the behaviour is inconsistent beetween hosts and subnets. 127.0.0.1
won't match ::ffff:127.0.0.1 when connecting from localhost, which is
kind of stupid
 - if ::ffff:10.1.1.0/24 is invalid, proftpd shouldn't start, and it
certainly shouldn't grant access to everybody as it does
