It's the apt-file database that is missing after the initial install of
command-not-found and apt-file.

This can be 'fixed' (created) by running
  apt-file update
manually. It will be 'fixed' automatically the next time
  apt-get update
(or any equivalent way to update the apt package lists) is run.
