i'm not entirely convinced on the severity, IIRC established practice in Debian is that arch all packages need to be buildable on at least one release architecture, not all release architectures.
python-os-win/experimental FTBFS on i386 while building the (arch:all) package on amd64 works fine:
From looking at reproducible builds it seems this fails on i386 and armhf but succeeds on amd64 and arm64, so I would guess this is a 32-bit vs 64-bit issue. Reproducible builds also shows that this is indeed a regression since the version in testing.
