Note that libsys-info-base-perl is the package for the CPAN distribution https://metacpan.org/release/Sys-Info-Base which does not contain Sys::Info. Sys::Info is in https://metacpan.org/release/Sys-Info which apparently is currently not available in Debian; maybe this should be changed … Interestingly the metadata of Sys-Info-Base don't refer to Sys::Info, just some examples in the documentation.
