Hm, the problem is that the preinst tries to ask a debconf question, but that the actual templates are not included in this package. This is indeed a bug, thanks for finding it and reporting it. The solution is to either also ship the templates here, or simply drop the questioning -- because -bin depends on -jre, the license is shown and asked to be agreed upon anyway.
