   * What led up to the situation?
   I think the problem showed up after I did a recent full-upgrade of my 
operating system
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
     I first tried installing RStudio deb package from their site and was 
unsuccessful, with a message claiming that libclang-dev was not found. Then I 
tried to install it manually
   * What was the outcome of this action?
   It did not succeed and stated that libclang-dev depends on libclang-9-dev, 
which is not going to be installed
   * What outcome did you expect instead?
   Seamless installation of the RStudio package to begin with, even when using 
the dpkg -i command; otherwise seamless installation of default Debian 
packages, when using usual apt install command
