If we track FTBFS in stable all the time, but bugs may only get closed
when they're fixed in sid, as you say, we would never be able to close
those bugs in stable. That's highly inconsistent.

Moreover, this is what the BTS says when a bug is closed:

"This means that you claim that the problem has been dealt with."

It does *not* say "the problem has been fixed in sid".

If we close bugs but the problem has not really been dealt with,
we are acting inconsistently.
