Yes, it is. gegl_rectangle_subtract was added in gegl 0.4.18; 0.4.16 is
too old.

gimp correctly has a versioned dependency on a newer version of gegl,
but deb-multimedia.org's packages use an "epoch" to say they are newer
than all corresponding packages in Debian, even though in fact they
are older. This breaks the versioned dependency system. This has been
a recurring problem with deb-multimedia.org, and is most frequently
visible as a source of gimp crashes.

deb-multimedia.org appears to have dropped those packages now, but
existing packages on users' systems will continue to be present.
Please switch those packages to the versions from Debian.
