I don't think this is the maintainer address, but someone being
subscribed to mailing lists and Microsoft's electronic telefax[1]
solution sending error messages to the address given in the "From"
header instead of the envelope address (which should be the mailing
list software).

ftpmaster got several bounces as well for mails sent to debian-devel-
changes@.

The error message from the telefax service should contain the original
message headers which should help finding out which Outlook address
produces the problem (e.g. X-MS-Exchange-Inbox-Rules-Loop and others)
and where they are subscribed (e.g. the mailing list in the "List-Id"
field or similar).

If the error messages are related to list mail, you should probably
contact listmaster@l.d.o; I've done so for the bounces I saw.
