Yes, but if you want to keep the stuff that's in NEW in NEW, I suggest
you pick a version between what's now in unstable and what you have in
NEW. E.g. 4.0.1-2 (if based on 4.0.1) or 4.2-1~no-units-master.1 (if you
can ship 4.2 without the new binary).

The NEW queue is not something I control. You could ping ftp-master.
Typically pinging them on IRC (#debian-ftp) helps somewhat to speed up
review if needed to fix issues in the archive.

That said, personally I'd go for *both* options if the first one is not
too much work as time wise the second is rather uncertain.
