Interestingly this appears to be a long-standing issue as I can't find any version since Stretch that shows libesmtp-dev depending on libssl-dev.
Versions prior to 1.1.0 did not use pkg-config or Meson/Ninja build system for that matter. This was the first iteration of the new build system changes. Working on an updated version and hopefully will have it released shortly for you try.
