This is being discussed in #375077.  libnss-ldap can be configured to
give up when a request comes in, so there's a work-around.  In general,
it's expected that requests for NSS information early on would be
satisfied by 'files'.  What's your nsswitch.conf look like, and what
rules do you have configured for udev (specifically, do you have any
rules which are looking for users/groups which aren't in your local
files?)?
