/usr/lib/foxrc/Desktop is the system-wide configuration file for xfe and is currently not marked as a conffile. It can be overridden as needed by the user's configuration file at ~/.foxrc/XFileExplorer/Xfe which follows the same syntax, proving it is in fact the system-wide configuration file.
