python-igraph build-depends on libigraph-dev which was recently removed on
s390x. So the package's build-depends are no longer satisfiable on that
architecture.

Looking at the build logs it seems that while python-igraph depends on
the libigraph-dev
package, it doesn't seem to actually use it instead using it's own
bundled copy of igraph,
so maybe the build-dependency can simply be dropped.
