nextpnr build-depends on fpga-icestorm-chipdb which is no longer built by
the fpga-icestorm source package, it is still present in unstable as a cruft
package, but is completely gone from testing.

source package failed. I would have expected this to result in the
testing migration of fpga-icestorm being blocked, but instead it seems
britney decided to migrate version 0~20220102git3b7b199-1 to testing
and remove the the outdated fpga-icestorm-chipdb from testing, leaving
the build-depends of arachne-pnr and nextpnr unsatisfiable in testing.

Since I filed the bugs, version 0~20220102git3b7b199-3 of the
fpga-icestorm source package was uploaded fixing the arch all build,
this has now migrated to testing and so the build-dependencies of
arachne-pnr and nextpnr are once again satisfiable in testing.

Closing the bugs.
