Bug#1008214: ruby-simplecov: binNMU to disable autopkgtest to enable migration

I've prepared an NMU for ruby-simplecov (versioned as 0.21.2-1.1) and
uploaded it to DELAYED/5. Please feel free to tell me if I
should cancel or delay it longer.
