This is a result of the recent upgrade of python-packaging from version 21.3 
to 22.0.  All tests pass if python3-packaging  is downgraded to the old 
version.  There is an unpackaged version 23.0.  Tests also fail with that, so 
this is presumably a deliberate design decision in python-packaging and not a 
bug.

No one appears to have filed an upstream issue with python-resolvelib yet.  
I'll do that and see what they say.  It appears that the Python definition of 
valid version numbers has gotten more strict.  It's not clear what the correct 
solution is for resolvelib.
