Bug#1030208: statsmodels: FTBFS with scipy 1.10 on 32-bit: int64 -> int32 cast

Since scipy 1.10, some statsmodels tests fail on 32-bit with a message 
that int64 -> int32 casting is unsafe.  I haven't yet had time to 
investigate further.
