I would say that compared to some contexts, 4 years is not that long for an emacs package to be static. On the other hand, cycle-quotes is not in melpa, and it has pretty low popcon numbers, so it isn't hugely popular. I guess I would be inclined to just let it get removed semi-automatically when the release team notices it has been out of testing for a while.
