Kenshi, It seems that this bug is caused by some default in the cupsd.conf file. I didn't change the original conf file, and installation of newer cups would overwrite the old cupsd.conf and install the new one at every upgrade.
This time I made sure the old conf file stays in place after the upgrade, and now everything works fine after upgrade to cupsys 1.2.2-1. I attach my conf file (the old one, which came with version 1.2.1-2, the one that works fine for me) below in hope you can figure out what was going on.
