Sorry, but this is a bugreport for tracking the general health of packaging Asterisk officially for Debian. Official Debian packaging does not need someone starting over from scratch (and such duplicate work is unlikely to succeed using dh_make which was intended for small simple packages). If you are interested in helping out improving the state of official Debian packaging, then please join the VoIP team mailinglist and let's discuss there how you can best help out - which (as posted in this bugreport already) is more likely to be work related to composing and testing patches for security bugs than it is work related to repackaging Asterisk from scratch).
