When installing this package on a minimal chroot,
this is what happens:
Setting up softhsm2-common (2.6.1-2.1) ...
/var/lib/dpkg/info/softhsm2-common.postinst: 17: groupadd: not found
This is because softhsm2-common should have a Depends on "passwd",
which is not essential.
Trivial patch attached.
