Pandoc is a library and an executable binary. The package pandoc version 2.17.1.1+~git20230125+ds-1 links against ghc-pandoc-dev version 3.0.1-3. Yesterday, upstream agreed to change the versioning of the executable binary to be in sync with the library - as was the case with 1.x and 2.x releases. I have just now released pandoc version 3.0.1-1.
