Filing a bug against two packages means that it could be fixed in *either* of them, *not* that it requires changes to both of them. Hence, it is correct that this bug was closed.
While I recall it's documented like this, this is not how the BTS reports this bug to the outside world and the migration software is still informed that this bug affects src:lxml with its version in unstable and hence blocks migration.
Are you saying that if lxml migrates to testing, everything is fine? Than the easiest thing to do is to assign this bug to the package that fixed it.
