coldreboot is being moved from /bin to /usr/bin. Unfortunately,
bfh-container, molly-guard and progress-linux-container divert this
location causing problems.

I think we need the same (or similar) dance as with systemd-sysv. Each
of those packages needs to install mitigations and kexec-tools needs
versioned conflicts with unfixed versions of those.

Arguably, combining bfh-container or progress-linux-container with
kexec-tools is not a reasonable thing to do. In those cases, unversioned
conflicts may be applicable though they are not technically policy
compliant.

This bug serves as a migration blocker and helps apt-listbugs users with
not loosing their files.
