Control: retitle -1 When installing a package, apt should always upgrade rather 
than remove packages to satisfy dependencies
Control: severity -1 normal
Control: found -1 2.6.1
Control: found -1 2.9.5
Control: found -1 2.9.6

Note: In the initial test, I had done "apt install libpoppler-dev".
"apt install libqt6core6t64" was just an attempt to simplify it,
but the result is exactly the same.

In any case, this is not satisfactory. Upgrades should always be
favored instead of removals.
