Yes, indeed.  pydevd had a FTBFS bug, which the upgrade fixed.
Unfortunately, debugpy has diverged from pydevd, and 1.8.2 has
multiple test failures when built in a Debian context, even when using
the vendored pydevd shipped with it, but not when run within a venv.
I have not yet got to the bottom of it, but will release 1.8.2 when I
have managed to do so.

Any help to track this down would be much appreciated - email me
privately if you (or anyone else reading this bug report) wants to
offer!
