Control: reassign -1 python3-pythran/0.16.1+ds-3

I *think* this is a bug in Pythran. The relevant extract from the
failure log is:

which show that the invocation of the "pythran" executable fails while trying 
to import the build_ext module from either distutils or setuptools.

Could you investigate this?
