Even when not doing static linking. Recommends here is wrong.
This needs to be a Depends.
b) even more, pbuilder disables the install of recommends. That means builds
inside pbuilder still will fail.

libs, also causing breakage (like in big
transitions), breaking pkg-config --cflags again.
