This issue is now narrowed from "autopkgtests fails" to more narrowly
"autopkgtests fails due to lack of feature fencing".

I believe this issue is now solved.

Possibly *another* issue causes autopkgtest failures due to memory
exhaustion or some other reason, only on riscv64.  Please reopen this
bugreport only if the cause for autopkgtest failures is same or very
similar to previous pattern.
