android-platform-system-core-headers has taken over files from
android-libunwind-dev and consequently declared appropriate Breaks. That
prevents concurrent installation, but it does not prevent concurrent
unpacks. You need to duplicate the Breaks value into a Replaces field
Replaces: android-libunwind-dev (<< 10.0.0+r36-5)
to the debian/control section of android-platform-system-core-headers.
Presently, unpacking both is possible and results in an error from dpkg.
