The original submitter's bug report says that the debconf question overwrite_existing_local_conf is false, which should answer the comment made lower:
Please make sure you have allowed fontconfig to replace your fonts.conf file. If anything, this seems like an updating problem? How could there have been an existing local conf if it was not made by fontconfig? Perhaps this bug should be closed?
