From a not too extensive survey, it seems that the tests are fixed in unstable, but because nothing forces the reverse dependencies and this package to migrate in sync, the tests aren't scheduled with both packages from unstable.
Are the issues caught by the autopkgtests test-only issues, or does the current version of bluetooth-sensor-state-data actual break the reverse dependencies in testing if it would migrate, but the reverse dependencies not? In the latter case, a *versioned* breaks is in order and would ensure the tests are run with all the packages from unstable. If this is a test only issue and you consider the versioned Breaks wrong/overkill/incorrect, I can help behind the scene a bit, but please inform me (I'm not subscribed to the bug).
PaulPS I note that the reverse dependencies probably did schedule a combined test, but because bluetooth-sensor-state-data was uploaded again after they ran, those don't count anymore for this version.
