It is a bug. Let me explain it. After installation, gdm appears in
default language - there is no bug here. But when one enters login and
password and GNOME session run, GNOME and all applications have POSIX
locale and display messages in English.

Yes, but it does not make session run in system locale by
default. With the patch GNOME sessions run in system default locale, if
user did not use menu. If user want to change language, patch does not
prevent that, session will run in selected locale that may be different
than default.

There is no such bug, GDM is run in system locale.
