Dear Maintainer,

After a routine `apt-get update; apt-get dist-upgrade`, several packages are 
'kept back', including 'libbsd0'.

Please see #1125764 regarding libasyncns0 -- this is the exact same situation, 
only the names and version numbers are changed.

TLDR: package has :amd64 and :i386 arch builds; the :amd64 package states that 
it 'Breaks:' the i386 package of different versions.  But the NMU uploaded only 
:amd64, so that package cannot be updated on systems with both arch packages 
installed.
