dpkg-source: Do not error out on empty fields
The documentation for debian/control states that empty fields are
ignored there, which makes sense for fields that contain substvars,
but not so much for other fields. But as this is a long standing
documented behavior, it should be considered a regression, given
that it is making other packages unintentionally fail to build.
