And, are you experiencing that it doesn't work?

Could you try to reproduce with

        /usr/sbin/apt-listbugs list apt-listbugs  -d 

and 

ls -1 /var/cache/apt/archives/PACKAGE_*.deb | /usr/sbin/apt-listbugs apt -d 
 (substitute PACKAGE with the package name)


and send me the debug output?
