Since you ask: The bug was reopened accidentally here: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1129768;msg=24 When BUG1 is open and BUG2 is closed, the "forcemerge BUG1 BUG2" command reopens BUG2.
