python-matplotlib contains a non complete version of python-dateutil.
Can't it depend on that package instead?

If you try to import zoneinfo and you have python-matplotlib installed,
you wil get this:

>>> from dateutil import zoneinfo
Traceback (most recent call last):
  File "<stdin>", line 1, in ?
  ImportError: cannot import name zoneinfo
