This fixes a serious bug (#1143944): libiw30t64's Conflicts field
hardcoded a version bound that did not trigger against already-
installed libiw30 (e.g. 30~pre9-16+b1), causing:

  dpkg: error processing archive .../libiw30t64_30~pre9-22_amd64.deb
(--unpack):
   trying to overwrite '/usr/lib/x86_64-linux-gnu/libiw.so.30', which is
   also in package libiw30:amd64 (30~pre9-16+b1)

Fixed with unconditional Conflicts/Replaces. Verified in a clean
container reproduction and confirmed the build succeeds (no FTBFS)
in a fresh trixie environment.
