The missing information: The affected package is linux-libc-dev-i386-cross. The package name was listed wrong as linux-libc-dev-cross-<arch>, which does not exist, even after replacing the placeholder. The contents are installed into /usr/i386-linux-gnu (derived from multiarch). However it is expected to be installed into /usr/i686-linux-gnu (derived from the gnu type). For the future: Please use reportbug, it will catch some problems. And please fill bugs against the binary package that actually shows the broken behaviour, not the source package, unless reportbugs overrides you (and for linux-libc-dev-* it will not).
