Bug#1148115: with linux 7.2: fails with dpkg-query: no packages found matching

I hit this bug with 4 boxes that I reinstalled Debian onto (rockpro64); for each one, I manually applied this diff from a d-i emergency shell. All 4 were successful, the diff in the salsa MR worked very well here.

In so far as that's helpful to put a thumb on the scale of things, I did only get sid installed today because of the proposed diff.
