The purpose of the patch is to provide a (debconf) question at exactly the same place where it was done before (interactively, and using the same default values if non-interactively): As with some other packages (e.g. ucf), the configuration is not done globally as with the general debconf concept (once on update-inetd install/configure -> not at all), but when update-inetd is actually called, and it makes sure to display the default choice _everytime_ (when interactive).
