It seems to me that this is because of a non-recognized shlibs
dependency - The package declares the correct relationships on i386
and s390, but doesn't on all other architectures:

In debian/control, we have:

Build-depends: libpcap-dev
Depends: ${shlibs:Depends}

So, all in all, this bug might be related to libpcap, for not
correctly registering the shlib dependency.
