The installed library information you provided the bug report doesn't seem to be correct. Fvwm 1:2.5.18-2 depends on libfribidi0 >= 0.10.7 in etch, but you seem to have libfribidi 0.10.4-6 installed. I have confirmed that BiDi support works correctly for Hebrew on an up-to-date sarge system with fvwm 1:2.5.18-2 and libfribidi0 0.10.7-4.
