And in fact it could be argued that tetex-frogg kind of enhances tetex-base (which means it wouldn't need any dependence at all), and can be used by tetex-bin or texlive-latex-base. Anyway, I don't think this sort of bugs (in this and other packages) would warrant exclusion from etch, therefore I lower the severity. Note, however, that tetex-base is going to vanish in lenny - then this bug will be RC again. And it doesn't hurt to fix it even in etch.
