Well, it would be interesting if it turned out to be a kernel problem. I hadn't installed hal until (relatively) recently, so I don't know what kernel version introduced the problem.
I'm not sure what driver is used for these CD-ROM drives, but it might be worth taking a close look at it. Perhaps the way it interacts with the drive has changed in some obvious way.
